The Columbia district is bordered by the Marina district to the south, Little Italy to the north, the Core and Horton Plaza districts to the east, and San Diego Bay to the west. To that aim, the plan includes plans for massive landscaping projects, a pedestrian boardwalk, retail and other beautification works. In the form of high-end hi-rise construction, residential growth has been and is in the process of being realized and is a further testimony to this district 's evolving transformation. The waterfront in this neighborhood is a significant portion of the North Embarcadero Visionary Plan, which includes development of, and along a 100-foot wide boardwalk to provide entertainment, dining, shopping, and increased access to the natural beauty of the area. More than $50 million is designated for public amenities in the project, meant to facilitate enjoyment of the natural environment, rather than to substitute a commercial one. The "water first" strategy is fundamental to the Visionary Plan, which also includes restructured piers and new activity centers. The Columbia district is home to the San Diego Museum of Contemporary Art, the Federal and County courthouses, the State Office Building, the Santa Fe Deport, and the San Diego Cruise Ship Terminal.
